Good starting point (!), but let's shoot for a fare-free, streetcar-based loop with better bicycle and taxi access, less automobile access, and organized delivery access:

34th + 42nd circle is a more holistic vision - Easy to market, e.g. "On the Midtown Circle" (but maybe stop there and let people make up their own short or slang version... e.g. don't really name it officially for awhile). Don't accept a plan for anything else. If there is only initial funding for part of it, it is a problem with bi-directional streetcars (see below).

Streetcars vs. Buses - Anyone who wants buses has probably not lived in a city with lots of streetcars:

* The great thing about streetcars for other users is the "safety guarantee zone" set by the tracks. True, a bus is more flexible, but this means it can swerve. With proper design, enforcement and social solidarity blockage of trams can be extremely rare.

* A streetcar can be semi-automated. While an operator will still be necessary, technology is being developed for automobiles to detect pedestrians etc. and then apply brakes. In the more linear environment with a streetcar the system would work better.

* For the 5th/6th Av. section, with a semi-automated system it should be possible to have ONE bi-directional track which allows one streetcar at a time, but still enabling 5 min. or less headways. The reason to do this is allow a high-quality two-way bicycle way (and flexibility during emergencies, etc.)

* BRT-style helps with speed, but a free-fare system helps more. Think of this as a covered moving sidewalk you can sit in. Not dealing with fares - even with pre-boarding payment - saves a lot and within the entire MTA money mix any income from the Circle is extremely marginal. This also fits within logic of other crosstown surface PT being fare-free.

* For 5th/6th Av. section plus similar on 42nd St. or other areas consider both-side access to streetcars, unless sacrificing seats is not good. Ideally, all the vehicles would be bi-directional, too.

Bicycles! Bicycles! - Really, leaving out a dedicated bike space seems to be a permanent petri dish for growing the most nasty bacteria of cynicism.

* One of the two travel lanes for a two-way bike-only lane, or have single-direction bike lanes on either side.

* Bike parking, lots of it, and covered.

* Incorporate bike share, including a way which helps people carry a bunch of stuff.

* Explicitly allow skateboards, inline skates, etc.

Taxis (and similar + paratransit):

* Compensate for gripes about free collective transport by giving them at least a semi-dedicated lane, but also with something to limit speed (and incorporate that automatic braking stuff into all taxis). In general - all over the city - limit private vehicle access while still allowing taxis, unless of course motorized-vehicle bans are preferred.

Private automobiles:

* They have so many other streets to use! It is always possible to do a pick up etc on one of the Avenues, and also to take the free streetcar there or back (also for people in wheelchairs).

Commercial delivery:

* Consider some parking bays for flexibility.

* Limit delivery hours, but make it flexible (e.g. an extra charge for certain times.)
